So I currently have the following:

At TL1, Standard, 1 Pad, Standard Human-sized capacity, 5,000 km range has a mass of 100 tonnes (for all the systems included) and a cost of £250 million.

A similar one of 2 Pads would have a mass of 180 tonnes, and a cost of £270 million.

At TL2, Standard, 1 Pad, Standard Human-sized capacity, 8,000 km range has a mass of 80 tonnes, and a cost of £180 million.

A Starfleet Standard 6-Person Pad, Standard Human-sized capacity, 40,000 km range, at TL 5, has a mass of 800 tonnes and a cost of £5.08 billion.

Personnel Transporters also use power equal to (Sqrt(Mass)*2.5) thus a Transporter Room massing 800 tonnes would use 71 power.

I have done Cargo Transporters now. At TL1 a Cargo Transporter with a capacity of 200 tonnes, a range of 5,000 km, has a mass of 240 tonnes and a cost of £339.6 million.

At TL5 a Cargo Transporter with a capacity of 500 tonnes, a range of 40,000 km, has a mass of 960 tonnes, and a cost of £2,727,360,000 (approximately £2.73 billion).

I have determined that I will calculate the Life Support, Stores, and Transporter size by the Mass/Weight of a species, rather than as current with it being based on the Height.  That's because, currently if two species are the same height, they would use the same system mass, even if one is twice the mass.  So I think it's more logical to use the Mass as a multiplier.

I agree. You would want to avoid as much confusion as possible, lest you be like Star Trek and Star Wars and have conflicting stories as to what really happened in the universe.

Have updated all the Specification spreadsheets to calculate systems via species Mass rather than Height. This includes Life Support, Accommodation, Troop Barracks, and Transporters.
