Government Civics

[You must be registered and logged in to see this link.] I am currently reworking the Empire Workbook Templates, that I will be using for each one of the ~1,000 interstellar polities of Space Era. I am trying to think if there's any more civics I can use to adjust certain formulae (for instance, a polity with Universal Healthcare has a higher population growth, and higher civil upkeep costs, etc. These are what I have, can you think of any more, and what their affects would be:

Education
Media
Healthcare
Immigration
Naval Training
Troop Training

Well, that would likely be covered by Naval and Troop Training.

Although, I could do "Armed Citizens", with "Banned", "Controlled", "Restricted", and "Unrestricted".
- Banned has no bonus or penalty.
- Controlled increases planetary ground defence by 10%, and increases Security cost by 10%.
- Restricted increases planetary ground defence by 15%, and increases Security cost by 18%.
- Unrestricted increases planetary ground defence by 20%, and increases Security cost by 25%?
